当前,我国大多数城市存在建设用地粗放扩张、新增建设用地不足等问题,因此对存量建设用地进行挖潜和再开发成为城市可持续发展的必然选择。然而,传统增量型规划的建设用地评定主要强调对新增用地开发条件的评定,对存量建设用地再开发缺乏考虑。文章结合佛山市城市总体规划,构建存量型规划的建设用地再开发综合评定体系和空间管制体系,并提出优化存量建设用地、统筹减量与增量的空间管制政策,以探索城市总体规划编制中建设用地再开发综合评定与空间管制的新途径。%Export oriented industrialization promotes socio-economic development, and brings about extensive land use as wel. Built-up area redevelopment has become necessary in sustainable urban development. Built up area land use evaluation in traditional planning is absent. The paper studies Foshan master plan case, establishes a general evaluation system for built up area, raises space governance policies for diferent land use, to explore new approaches in land redevelopment in urban master plan.
