ROCCIPI理论下的社会资本参与公立医院改革分析

摘要

探索公立医院与社会资本对接，发挥市场在资源配置中的决定性作用，构建覆盖广、多层次、个性化医疗卫生服务体系，是现阶段我国医改的主要方向。社会资本参与公立医院改革为政府、医疗机构、投资者等多方实现多赢提供了契机，但在具体实践中仍存“梗阻”亟待解决。笔者运用ROCCI－PI理论，识别分析社会资本在参与公立医院改革中存在问题，提出相应策略，为社会资本参与公立医院改革提供借鉴。%The main direction of China′s medical reform at presentis to e xlpore the joi ning of public hospitals and social capital,let the market play ad ecisive rolein resource allocat ino and es atblish me dical health service system of wide coverage,multi-level and personalization.The participation of social capital into th e reform in public hospitals provides an opportunity for government, medicla institution sand investors to realize mult i wins.However, there are problems in the practice.The authors make recoginzable analysis with ROCCIPI on the problems, put forward the related strategies and pro-vide the reference for the partci pation of social capital into the reform in public hospitals.
