IOT模式下社会资本参与公立医院改革的探讨

Investment-Operate-Transfer Model (IOT) refers to the cases without changing the hospital property rights, social capital invest and operate hospital.After the expiration of the contract, the hospital will be transferred to government.IOT model is an important way for social capital to participate in the reform of public hospitals .In discussing the intension and application situa-tion of IOT model, this paper analyzed the reason of applying IOT model from the mainstream direction of the national health policy reform, the current situation of public hospitals and the nature of social capital.It also proposed the main problems of public hospi-tals reforming with the model of IOT, such as lack of laws and code of conduct, underestimated projecting value, compromised pub-lic welfare.And put forward some recommendations such as improving the corresponding policies and regulations , standardizing the process of cooperation, investing in the form of creditor's rights and forming a three-dimensional supervision system.%投资-经营-移交模式(IOT模式)是一种在不改变医院产权的情况下,由社会资本投资运营医院,在合同期满后将医院移交给政府的合作方式,该模式可作为社会资本参与公立医院改革的重要路径.在分析IOT模式的内涵及应用现状的基础上,从国家卫生政策改革的主流方向、公立医院的现状和满足社会资本盈利初衷3方面论述公立医院可利用IOT模式进行改革的原因,分析改革过程中遇到的法律及行为规范的缺失、项目价值被低估、公共福利被损害等问题,并提出完善相应政策法规、规范合作流程、以债权形式进行投资、形成立体监督体系等建议.
