教育精准扶贫的区域响应与创新:表现、问题及优化策略——政策文本分析的视角

         

摘要

As an important part of poverty alleviation under the new situation,the education targeted poverty alleviation plays an important role in deepening the reform cause and building a moderately well-off society in an all-round way. Based on the policy analysis of the response and innovation of different provinces in China to the central education targeted poverty alleviation by using content analysis method,we can find:(1)The target of the education targeted poverty alleviation in all provinces is in line with the national regulations,but it is generally not innovative enough.(2)The contents of education targeted poverty alleviation in various provinces are rich,but not very specialized and diverse enough.(3)Education targeted poverty alleviation policy tools in various provinces are diverse,but there is a lack of systematic and scientific combinatorial configurations. In order to solve these problems,the optimization of educational poverty alleviation should start with improving the precision of policy, perfecting the dynamic management and guarantee mechanism,coordinating and balancing various policy tools,so as to guide and promote the practice of poverty alleviation in education.%教育精准扶贫作为新形势下扶贫的重要内容,在深入推进改革事业、全面建成小康社会方面发挥着重要作用.运用内容分析法,检视与分析全国各省份对中央教育精准扶贫的响应与创新情况后发现:各省份教育精准扶贫目标整体符合国家规定,但普遍创新性不足;各省份教育精准扶贫内容丰富,但特色化、多样性不足;各省份教育精准扶贫政策工具多样,但普遍缺乏系统科学的组合配置.针对这些问题,未来的教育扶贫政策优化要从提高政策精准性,完善动态化管理与保障机制,协调和均衡配置各类政策工具等方面入手,更好地指导与推动教育扶贫实践工作的进行.
