首先分析了2011年华西地区秋雨期间的雨情、汛情等特点，并从气象因素、地理特征、救灾能力等几个方面对华西秋雨致灾的成因进行分析。得到几点启示：建议加强信息员队伍在预警信息发布和防灾减灾工作中的作用；华西地区中小流域的山洪防御依然是薄弱环节，需进一步加强治理和能力建设；加强科普宣传，提高公众防御灾害意识及能力；加强规划与建设，提高社会整体应对自然灾害的能力。% The characteristics of rainstorm which occurred in west China in early and middle period of September in 2011 are studied, and its disaster causes are also analyzed from several aspects including meteorological factors, geographical characteristics and disaster relief capacity. Results show that firstly,the ability of messenger team to release warning information and defense disaster shall be strengthened. Secondly, it is necessary to strengthen management of the medium and small sized basins in west China, where mountain torrents occur usually and are difficult to defense. Thirdly, public consciousness and ability of disaster defense need to be improved with more propaganda. Finally, reasonable urban and rural planning and construction are necessary for improving the ability to face natural disasters.
