我国计划经济时期的医疗保障行政管理体制及评价

摘要

医疗保障行政管理体制是医疗保障体系的重要组成部分。在计划经济时期，我国医疗保障制度建设取得了显著的成就。当时确立的医疗保障行政管理体制与高度集中的医疗卫生行业管理体制和国家动员体制一起，基本上适应了当时的计划经济体制和政治体制。随着我国经济社会体制的变化，医疗保障行政管理体制也做出了很大的调整，但是计划经济时期医疗保障行政管理体制的某些特点仍值得思考和学习。%The administrative system of medical security is an important component of the medical security system .There were great achieve-ments in building medical security system under the planned economy.And this system adapted well to the planned economy and the political sys-tem at that time along with the highly centralized administration of health care and state mobilization .Though the administrative system of medical security has been changed a lot along with the changing socio-economic system, the administrative system of medical security under the planned economy still has its values as a reference for future work.
