Simply as a kind of tool ,power could be conducted in a way either right or wrong .In order to prevent power abuse ,constitution serves the fundamental function in the restraint of it .Since the reform and opening‐up ,China has achieved great progress in limiting power from various perspectives ,including the delineation of state power ,the structural arrangements ,collective leadership system and tenure system , norms of management and the rule of law .Furthermore ,it should also be limited in the following aspects during the political reform :insisting on the tenet of serving the people ;protecting the fundamental rights of citizens ;rationalizing the relationship between government and the market ;improving the power structure , especially the local power structure ;improving the system of tenure and collective leadership ;Perfecting public authority ,supervision ,accountability system and focusing on cultivating public spirit and legal be‐lief s .%权力是一种工具，可能被用来行善，也可能被用于作恶。为防止权力被滥用，必须从多方面对权力进行限制。宪法是对权力的根本性限制。此外，改革开放以来，我国在通过国家权力总范围的划定、权力结构安排、集体领导制度与限任制、权力运行的规范、法治等途径限制权力方面取得重大进展。深化政治改革，应进一步限制权力：时刻坚持为人民服务的宗旨；切实保护公民基本权利；理顺政府和市场的关系；完善权力结构；健全权力公开、监督、问责体系，注重发挥群众监督与问责作用；注重培育公共精神和法律信仰。
