职教“双证书”一体化教育管理制度的构建﹡

         

摘要

Because identification, classification and standard of vocational qualification certificate can’t be finished within the higher vocational colleges, so the educational system of the“double certificates”is difficult to achieve only by a school or an educational department. In practice, because of the problems just like lax management of market administration, administration division and hotheaded of school-enterprise cooperation, the implementation is far from satisfactory. Only with the enterprises’ prevalent resources and social services platform, it makes the“double-certificates”educational cooperation management system collaborative and institutionalize, to ensure the“double-certificates”education to achieve integrated management of effective operation.%由于职业资格证书的分类、鉴定和标准设定,都无法在高职院校内部完成,因此“双证书”教育制度是难以依靠学校或教育部门独立实现的。在实践过程中,由于市场准入监管不严、行政管理部门分立、校企合作一头热等问题,实施效果差强人意。只有借助企业资源以及社会服务平台,将“双证书”教育的合作管理制度协同化和法制化,才能保证“双证书”教育实现一体化管理的有效运转。
