教师轮岗政策的学校间博弈——从“囚徒困境”到合作博弈

         

摘要

Based on the game theory, the paper analyzes the gaming between schools resulting from the rotation system for teachers. The paper points out that the conflict between individual rationality and collective rationality brings schools into "prisoner's dilemma", which can be solved in three ways as follows: the first way is to change the benefit matrix with an incentive system and lead schools to cooperative gaming; the second way is to design definite regulations and to make schools cooperate through multiple gaming practice ; the third way is to convert "prisoner's dilemma" into coordinated gaming with a disciplinary system and to make coordinated gaming change into the balanced interests of various parties with a set of rules.%利用博弈理论分析教师轮岗政策的学校间博弈,指出个人理性和集体理性的冲突致使学校容易陷入"囚徒困境"。从三个方面可以破解这种困境:一是通过奖励改变博弈的收益矩阵,引导学校走向合作博弈;二是通过明确的制度安排,促使学校通过多次博弈走向合作;三是通过惩罚机制将"囚徒困境"转为协调博弈,并通过一定的制度措施使协调博弈向多方获益的均衡转变。
