我国网络突发事件政府应急管理问题研究

摘要

In recent years, network emergencies have showed frequent trend, which has attracted great attention of local governments. Most of the local governments have set up a network of public opinion information collection and analysis mechanisms, and the delimited lev-els, establishing the standard, and constantly improved the management level and the capabilities of online public opinion information moni-toring , network emergency response. But in the process of dealing with network emergency, there are still many problems, such as slow re-sponse speed, slow response;processing method is simple and crude;it is difficult between departments to form a joint force. Therefore, to strengthen the emergency management network, we must take the following measures:the rapid response system to establish emergency net-work;to strengthen training, improve the ability and level of emergency response network events;to perfect the organization, set up the network emergencies emergency committee;to improve the emergency network public opinion the monitor work mechanism;highly value the aftermath of disposal and recovery work.%近年来，网络突发事件呈现频发之势，已经引起各级地方政府的高度重视。大多数地方政府已经初步建立起网络舆情信息收集、分析机制，并划定等级、建立规范，不断提高网上舆情信息监控处置水平和网络突发事件处置能力。但是各级地方政府在处理网络突发事件过程中，还存在诸多问题，比如响应速度慢，反应迟钝；处理方法简单粗暴；部门间难以形成合力等等。因此，要加强网络突发事件政府应急管理，就必须建立网络突发事件的快速响应制度；加强培训，提高应对网络突发事件的能力和水平；健全组织机构，成立网络突发事件应急委员会；完善网络突发事件舆情监控工作机制；高度重视善后处置和恢复工作。
