创新社会管理，急切呼唤公共关系学科大发展

摘要

当下中国社会发展面临着巨大的挑战：一方面是前所未有的机遇期、发展期，另一方面是前所未有的矛盾突发期、高发期。如何寻找发展的新思路、新方法，是摆在中国社会发展面前的严峻课题。为此，中央将“创新社会管理”作为化解这一难题的突破口。任何国家治理重大决策的厘定和实施，都需要寻求学科的支持。其间，如何将公共关系这一“协调社会关系、化解社会矛盾、应对社会风险”的学科迅速介入到社会管理中去，并使其发生巨大作用，是我们目前急需重视的课题。%The present Chinese social development faces enormous challenges： the unprecedented opportunity of development on the one hand, and the high incidence of unprecedented contradictions on the other. How to look for new ideas and new methods is the grave subject in front of China＇s social development. The Central Government regards ＂innovating social management＂ as the breakthrough of solving the problems. Any national decision making and implementation rely on disciplinary support. Public relations can be used to adjust social relationships, resolve social contradictions, and respond to social risks. During this period, it is crucial to introduce and give full play to public relations into social management.
