基于电力需求侧的峰谷电价实施问题及对策建议

摘要

从理论研究与数据分析两方面为切入点，对S省现有峰谷电价政策实施范围、电价价格、时段划分等多方面进行了梳理，结合S省电力负荷的变化情况、电费变化情况等方面分析了S省峰谷电价的实施现状，阐述了现行峰谷电价政策存在的诸多严重问题，并探究产生这些问题的主要原因。针对上面存在的问题，结合政策性需求和实际需求，分别从峰谷执行的范围调整、峰谷电价水平的制定以及峰谷时段划分等方面提出具体建议和预设方案，同时特别强调在这一过程中政府的激励与引导作用，要求基于电力需求侧的峰谷电价政策改革需要与时俱进，循序渐进。%From the aspects of theoretical research and data analysis,this paper has carried on combing the existing policy of S&P price,the price of electricity price and time division,etc. According to the change of S province’s electricity load,The paper analyzes the current situation of the implementation of the peak and valley electricity price in S province,and expounds the serious problems existing in the current policy of peak and valley electricity price,and explores the main causes of these problems. In view of the above problems, combined with the policy needs and actual needs,respectively,from the valley to adjust the implementation of the scope of the peak and valley tariff levels and the development of peak and valley time division,and other specific recommendations and preset programs,with special emphasis in this the government's incentive and guidance role in the process,requiring the peak and valley tariff policy reform based on the demand side of the power needs of the times step by step.
