A web-based power demand managing/evaluating system for evaluating resources is provided to easily make a plan for an energy supply/demand policy by enabling a user connected to a server through the Internet to easily manage/evaluate the power demand, as a database and a rational analysis system for managing/evaluating the power demand are constructed. A database server classifies, stores, and manages present statistics data for the power demand by each term, a load device type, and a user type. A web server provides access through the network to the authenticated user and a user interface screen. A reference demand predicting module(12) presents a predicted demand value for power/load of each power consumption unit for the term based on result data stored in the database server. A potential calculating module(14) provides an index for each cost saving effect to be attained by replacing the load with a DSM(Demand Side Management) device. An avoided cost calculating module(16) calculates an increased cost for substitutive power or the cost needed for additionally supplying the power.
