中国失地农民生活保障问题及其应对——基于征地补偿和安置视角的分析

Based on the perspective of compensation and resettlement for requisition of land, this paper dissects the origin of the problem of living security of landless peasants. The results show that the root of the problem lies in low standard compensation, unreasonable calculation of the compensation fee and inadequate compensation for certain farmers. Hence the authors propose following countermeasures: transform government's role in rural collective land expropriation into coordinator or a service provider, perfect land expropriation method including compensation standard and resettlement manner, ensure that landless peasants share the added value of commercial land expropriation.%基于征地补偿和安置视角剖析了失地农民生活保障问题产生的根源在于土地征收补偿标准较低、安置补偿费计算不合理、部分农民安置补偿不到位等.有效应对失地农民生活保障问题,必须转变政府在农村集体土地征收中的角色定位,更多地做好协调和服务工作;完善包括补偿标准和安置方式等方面的农村集体土地征收办法;确保失地农民能够分享商用征地的增值利益.
