城市社区治理中居民参与问题研究--以东明县南关社区、东关社区为例

摘要

The concept of “Social Governance”was put forward officially for the first time by the Third Plena-ry Session of the 18th Central Committee.This marks the social construction concept of the Party and government has stepped further towards the modernization.Community governance is the platform of social governance.Citizen participation is an essential requirement of community governance and it is the "accelerator"of the community’s benign development.What's more,it is the core content of democracy construction in the grassroots urban.Based on this,The Centre Street Office of Dongming has taken the community governance as a key project of comprehen-sive reforming,seeking to build a community governance mode with citizen participation,to provide a solid social foundation for establishing a modern system of community governance and building benign social ecology.%十八届三中全会首次正式使用“社会治理”这一概念，这标志着党和政府社会建设理念进一步走向现代化。社区治理是社会治理的平台，公民参与是社区治理的本质要求，是社区健康发展的“加速器”，也是我国城市基层民主政治建设的核心内容。基于此，东明县城关街道办事处把社区治理列为全面深化改革的重点项目，探索如何构建公民参与的社区治理模式，为着力建立现代社区治理体系和构建良性社会生态提供坚实的社会基础。
