农业用水精准补贴机制研究--以高邮市农业水价综合改革试点为例

To deepen the comprehensive reform of agricultural water price is the important content of water reform development, and an important part of improving the formation mechanism of the prices on resource. The mechanism of agricultural water consumption precision subsidy is the important content of the comprehensive reform of agricultural water price,also the key to establish scientific and reasonable agricultural water price formation mechanism. A case study of pilot project in Gaoyou City of Jiangsu Province,analysized the accurate subsidy of agricultural water imposed range,basic principle,application condition and subsidies object.Calculation method of agricultural water with accurate subsidies were raised,subsidy program,fund supervision and information disclosure system were set up,to ensure the effective impletation.%深化农业水价综合改革，是水利改革发展的重要内容，也是完善资源性产品价格形成机制的重要组成部分。农业用水精准补贴机制是农业水价综合改革的重要内容，是建立科学合理的农业水价形成机制的关键支撑。以江苏高邮市农业水价综合改革试点为例，就农业用水精准补贴实施范围、基本原则、申请条件、补贴对象进行了分析，提出农业用水精准补贴计算方法，构建补贴程序、资金监管及信息公开制度，保障农业用水精准补贴有效实施。
