拆旧区复垦耕地的适宜性评价:以天津市津南区为例

摘要

To select depreciation plots objectively in order to ensure the reclamation to implement smoothly.The author uses construction and case analysis methods,choose the quantity of cultivated land expectations index,the quality of cultivated land expectations index and village economic level indexes to built suitability evaluation system.Results:On the premise of wishes of villagers,it is optimum to select the most suitable villages first.For not suitable village we should take in-place transformation.Encourage conditional region to built after demolish,achieve the targets ahead of the return.%为探索如何客观地选择拆旧区以确保城乡建设用地增减挂钩试点整理复垦顺利实施,以天津市津南区为试点,采用模型构建与实例分析相结合的方法,选取复垦耕地数量潜力指标、复垦耕地质量预期指标、拆旧区经济水平等3大类指标构建拆旧区适宜性评价体系,对津南区复垦村庄进行适宜性评价.结果表明:在尊重群众意愿的前提下,应优先选择最适宜拆旧区内的村庄进行整理复垦,对不适宜拆旧区应纳入新农村建设范畴实行就地改造；鼓励有条件的地区实行先拆后建,实现周转指标提前归还.
