云南省林业碳汇项目发展的路径与政策建议

摘要

The development of forestry carbon sequestration project can not only promote the construction of ecological civilization and realize the sustainable development of economy and society , but also offset the greenhouse gas emission and cut the cost of industrial carbon reduction , which accelerates Yunnan to implement the national unified carbon emissions trading market construction .This paper analyzed the present status and development tendency of forestry carbon sequestration in Yunnan , pointed out the problems of lacking defined cognition on resource condition , qualified technology , incentive policy mech-anism and high social awareness , as well as put forward the path and policy suggestions for the develop-ment of forestry carbon sequestration in Yunnan Province .%开发林业碳汇项目不但可以促进云南生态文明建设,实现经济社会可持续发展,还可以抵消温室气体排放量,降低工业碳减排成本,加快云南落实和推进全国统一碳排放权交易市场的建设步伐.文章阐述云南省林业碳汇项目发展的现状和趋势,分析林业碳汇项目发展中存在的林业碳汇家底不清,技术力量不强,政策机制引导不够,社会认知度不高等问题,提出林业碳汇项目的发展路径和政策建议.
