2015年实现残疾人“人人享有康复服务”是既定的任务目标，但现阶段残疾人的康复服务覆盖率仅为55.2%。究其原因包括目前康复机构设置总量不足与配置不均和服务能力薄弱、康复专业技术人员缺口大、康复行业标准体系建设不完善、基本康复医疗社会制度保障水平低、评价指标涉及面太窄等等。建议加大康复机构建设力度，加快康复人才培养工作，加快辅助器具服务体系建设，规范康复专业的技术标准与行为标准的规范体系，建立残疾人康复专项保险制度，完善残疾人“人人享有康复服务”评价指标体系。%"Rehabilitation services for all" for persons with disabilities should be achieved in the year 2015. However, in China 41.46% of the disabled have not received any services and relief yet; the rehabilitation coverage of persons with disabilities services is only 55.2%. Because China currently is lack of rehabilitation institutions, rehabilitation professionals, inadequate rehabilitation industry standard system as well as relatively low service level of basic medical and social security and narrowly evaluation indicators. This paper suggested increasing rehabilitation institution-building efforts, accelerating rehabilitation training, strengthening assistive service system construction, enhanced specifications of the technical and conducting standards of the rehabilitation system, establishing special insurance system for rehabilitation of the disabled and improving evaluation indicators system of "rehabilitation services for all".
