基层医疗卫生机构健康教育存在的问题及对策研究：基于国家基本公共卫生服务规范要求

摘要

Based on the " National Basic Public Health Service Standards" and combined With the status of grass-root health settings investigated by authors in the past years,this study Was to analyze the problems of health education in grass-root health settings and provide direct and targeted suggestions. There are four problems:( 1 )some specific operational problems in services;(2)nonstandard Ways of preserving records and files of service process;(3)lack of assessment of demands for health education and lack of targets in plan making; ( 4 ) deficient organizing and mobilizing ability and loW participation Willingness of residents. According to the problems,We put forWard four suggestions:(1)further strengthening the" national standards" training to supply more detailed and careful health education service;( 2 )paying more attention to "trace" records of service process and preserve files in a standard Way;(3)actively carrying out assessment of demand for health education;(4)improving the ability of organization,management,publicity and mobilization of health education staff.%以《国家基本公共卫生服务规范》（《国家规范》）要求为评价依据，结合笔者历年参加基层医疗卫生机构基本公共卫生服务绩效考核和示范机构评审时的现场查看与资料查阅情况，梳理基层医疗卫生机构健康教育中存在的问题并提出建议，为基层医疗卫生机构规范开展服务提供更直接、更有针对性的帮助。健康教育中存在的问题有：（1）提供服务时存在多种具体操作性问题；（2）活动记录和资料的归档保存不规范；（3）缺乏辖区健康教育需求评估，计划缺乏针对性；（4）活动组织能力欠缺，吸引力不高，居民参与积极性较低。提出4点建议：（1）进一步加强《国家规范》培训以做实做细健康教育工作；（2）重视活动过程“痕迹”记录和资料保存规范性；（3）积极开展辖区健康教育需求评估；（4）提高健康教育工作人员组织管理和宣传动员能力。
