A project management case for the development of a distributed learning capability for naval reserve MARS training at Venture, the Naval Officers Training Centre.

There are significant challenges and potential benefits related to the distribution of training. A thorough environmental needs analysis and a clever programme design can efficiently and effectively address those needs and challenges. The model of delivery of the distributed training for naval reserve MARS training will directly impact the success of the learning and the retention of future naval reserve MARS officers. It is critical that the distribution of training does not compromise the level of understanding or lessen the standard of the training currently realized in a face-to-face delivery model. In the context of the challenge of distributing MARS training for naval reserves, I propose to explore the following question: What are the considerations and the recommended delivery model that will lead to the development of a feasible and productive distributed learning programme for naval reserve training at NOTC?; In order to situate the complexity of the proposed research, the introductory sections offer background information about the diversity and unique nature of the staff and student populations at NOTC.
