The success of Knowledge Management as an organisational and business tool, and the usefulness of the debate and research in the field of Knowledge Management depends to a large extent on good working definitions. This is an attempt to develop a framework to analyse the components of Knowledge Management, and to develop good working definitions. It makes a distinction between information as procedural and executive, and knowledge as strategic. The key terms will be defined, followed by some discussion of the ways in which these terms could be used in managing the various components of knowledge management. The four levels - data, information, procedural knowledge and strategic knowledge, should be seen as both distinct and interlinked. These levels can usefully be distinguished, but not separated. They are all elements of knowledge management. And the evaluation of any one level cannot be carried out without some reference to some of the other levels.
