Poverty and Inequality in the 1993-2004 Period Poverty Reduction and Inequality at the National Level: Data from the four household surveys during 1993-2004② shows remarkable poverty reductionin Vietnam (figure 12-1). Poverty rate③ based on per capita consumption has come down from58. 1% in 1993 to only 19. 5% in 2004, showing a drop by almost 39 percentage points over theeleven years. It is predicted that in 2006, the poverty rate was under 17%④. In absolute terms, some twenty four million people were lifted out of poverty over the elevenyears 1993-2004, with approximately half of them escaping from poverty during the 1993-1998five-year period, another half during 1998-2004 six-year period.
