The purpose of the Occupational Safety and Health Administration ("OSHA") Process Safety Management of Highly Hazardous Chemicals ("PSM") standard, codified at 29 C.F.R. § 1910.119, is to prevent or minimize the consequences of catastrophic releases of toxic, reactive, flammable, or explosive chemicals. This purpose is effectuated by imposing various regulatory requirements on entities that use OSHA denominated highly hazardous chemicals or use sufficient quantities of flammable chemicals in industrial processes.
