Sustainable Social-Technological-Economical Development in Neuquen, Argentina, focused on Matrix Production Conversion from Non Renewable to Renewable and Agricultural Sources

Argentinean Patagonia Region is a place which has a lot of Renewable (RS) and Non Renewable Sources (NRS) to obtain profit and promote development. Particularly in Comahue Region on the North-West of Patagonia many of them are located. As RS, this Region, which comprises Neuquen and Rio Negro provinces, has good wind and solar radiation, geothermal and big hydro facilities (Labriola, C. - 2003/2005). The region produces 40% of total Electrical Energy of Argentina (COPADE -1996). Oil and gas (30% -third producer- and 40% -first producer- of the Argentinean production respectively) are the principal NRS in Neuquen, with more than 17.000 oil and gas wells. As a paradox, Neuquen has a lot of RS (COPADE -1998), which are being in a developing stage, financed by taxes on oil production, trying to change the production matrix to obtain sustainability on the long term. In this way the present Provincial Government (PPG) is doing a lot of effort to contact human resources with creativity and knowledge to develop a program of productive innovation with a wide scope.
