The pipeline transport capacity in the future is reviewed. Based on the forecasting value of oil import, we get the oil maritime transport demand. Further, we distribute the total maritime transport demand into the four main maritime lanes based on the long-term bilateral agreements. Then, we set up a mixed integer programming (MEP) model to solve oil tanker fleets planning problem. In our model, the charter and self-own tankers is considered separately. The fleets we used here are the most frequently used in today's oil transportation market. In order to get the planning results year by year, the rolling horizon was used here. The computation result is finally distributed into the four lanes proportionally.
