The Union Pacific Railroad Los Angeles Transportation Center Intermodal Facility is a critical intermodal terminal for domestic shipments moving to and from the Los Angeles metropolitan area. The modernization project is projected to increase the efficiency of the nearly 140-year old yard by approximately 70%. Several challenges were addressed, and various innovations were utilized to complete the project within budget and on time.Challenges included:1. Fitting modernized yard layout into existing 150-acre footprint.2. Phased construction within an operational facility near maximum capacity.3. Location in a floodplain adjacent to the LA River.4. Permitting within a jurisdiction that serves a population of 4 million.5. Maintaining a safe work environment for yard operations and construction.6. Coordinating design and construction with over 15 outside agencies and multiple internal stakeholders.7. Contaminated soils in the order of magnitude of 140,000 cubic yards.8. A large web of active and abandoned utilities, several of which were unlocated.9. Roadway access bridge over third party track.10. Track modifications under major Interstate.11. Stormwater discharge into the LA River utilizing a 6.5-million-gallon underground detention structure.12. Electrical system upgrades with voltage differences between old and new.13. Maintaining critical path schedule for completion within three years.14. Working within strict budget.15. Maintaining site security.Innovations include:1. Delivering the project using the CM/GC process.2. Using geogrid within pavement and track structures.3. Reconfiguring the entrance road and bridge for cost savings and operational efficiencies.4. Recycling removed pavements for reuse onsite.
