摘要

Cities are the major sources of carbon dioxide emissions in China, and are the critical locations where emissions can be effectively managed. In this paper, through the study of concept and connotation of sustainable development and low carbon ecological city at home and aboard, an ecological index system, combining with the regional development requirement and transfer polis park's own features, was developed. Then on the basis of the index system, implementation plans at macrolevel, safeguard mechanism, and ecological construction strategies were perfectly established to better put the planning content in the place. The measures, focusing on how to realize a low carbon eco-city, not only can improve the feasibility and maneuverability of ecological construction, but also can receive the purpose of reducing the park's carbon emissions. And the study can provide theoretical foundation and reference significance for other provinces about implementation of low carbon ecological planning.
