In recent years, radio broadcast application is no longer able to meet our needs for real time information. This proposal aims to show this important issue: How to deliver the real time emergency warning information to every vehicle driver on the road such as traffic accident or traffic disaster? It is very important from the user-point of view that nobody could get enough real-time warning information to make the decision of driving. Here, we propose two types of information for vehicle driver: 1. Radio Data System Traffic Message Channel (RDS-TMC) information from global FM station (Police Radio Station in Taiwan broadcasts RDS-TMC). 2. Real time states of traffic flow information from local area RDS transponder. This paper has attempted to show the connection between vehicle and infrastructure through the innovative design of RDS Network (RDS-NT) architecture and RDS coding structure. Besides, we also try to solve the limitation of no real-time warning information about the traffic accident or traffic disaster. Finally, this paper would explain the smart emergency warning system of RDS network about how to work by three devices of hardware and three protocols of software.
