Accurately measure the potential of rural residential land consolidation is the premise and basis for scientific guidance for rural residential. According to the fact that a single index that the increase of cultivated land cannot be used to accurately measure the reclamation potential of rural residential land in rapid urbanization area, the study taking Jinnan District in Tianjin as an example, considered the natural, ecological and planning factors to establish evaluation system to divide the consolidation potential of rural residential in order to provide support for the reclamation of rural residential land. The result shows that the manifestation of rural residential land reclamation in Jinnan District was arable land, urban construction land and ecological protection land. The potential partition can be divided into arable areas, urban construction areas and ecological protection areas, the area of which was 2422.3 hm~2, 1109.8 hm~2 and 284.7 hm~2.
