Cities are the centres of residents and property. Once they suffer disasters, people will face huge losses. In recent years, natural disasters have occurred frequently in cities. How to achieve rapid and efficient emergency allocation of emergency resource is the focus of emergency work. Firstly, based on the relevance degree of emergency subjects, road conditions and transportation capacity, a three-level emergency logistics network across urban areas was constructed. Then, this network is transformed into a supernetwork structure with minimum total time and total cost. Next, the model is transformed into a variational inequality and the modified projection algorithm is used to solve this model. Finally, the simulation example is designed to carry out model verification and parameter analysis. The results show that the parameters such as the relevance degree of emergency subject, road conditions and transportation capacity have an important impact on the emergency resource allocation decision-making.
