Using the advanced network technology to create impoverished students' affirmation and funding system with rich information, accurate positioning and operability can realize impoverished students' electronic archives, democratic review and submission of poverty and grant application, etc, which can make simplified, open, efficient and standardized impoverished students affirmation and independent work. With the continuous development of our society, each stage's school education policy also is in unceasing reform. Colleges have set up family economic difficulties students affirmation and funding system which gives priority to national student loans and aided by scholarships, work-study programs, financial aid, difficult allowance and free tuition reduction. The content and strength of funding work are constantly enriched and increased. The requirement of finance work enhances unceasingly. Create students' library information service by using mature information technology, design impoverished student affirmation and funding management system which can improve the affirmation and funding work efficiency and solve a series of problems existing in the work.
