Since the reform and opening, the Communist Party of Chinese has followed the path of peaceful development, innovated the poverty aid system of the surrounding backward countries especially the "Golden Triangle" area, and gradually formed a win-win alternative planting new system of new Pratt & Whitney policy, in order to solve the common problems and contradictions and the common development of countries in backward countries and regions and provide a new path to a new idea.
