The grid has become increasingly vulnerable to natural events, such as massive storms and electrical disruptions from solar flares, as well as manmade events in the form of cyber or electromagnetic pulse (EMP) attacks from nation-states or rogue terrorist organizations. The threat is not one of short-term localized outages that can be adequately addressed via backup power generations. The threat we face is one of long term, wide ranging outages measured in weeks, months, and in worst-case years. The aftermath of Hurricane Sandy and Katrina are examples of long-term, large-scale power outages that "crippled" their communities.
