Development and implementation of performance metrics for operations and maintenance: Port of Miami tunnel project, a public private partnership

This paper will provide an overview of the concession agreement and payment mechanism structure, the tunnel facility and systems, and details regarding the development of the O&M plan criteria for the Port of Miami Tunnel project on behalf of the Florida Department of Transportation (FDOT). The paper will emphasize the development and application of the performance metrics used to determine availability of the tunnel, tunnel operating systems and the performance of the O&M services provider, including incident response, management of incidents, and maintenance. This paper will also discuss the application of supervisory control and data acquisition (SCADA) software for the tunnel systems operations including tunnel ventilation, management of incidents, determination of availability, and how the system data feeds back to the performance metrics and payment mechanism. The paper also will address the use of maintenance management software for the auditing of required maintenance activities.
