Strategies of Primary Health Care and Health Promotion for Strengthening Health Systems

In the past two decades, Japanese government has changed the Health Promotion (HP) policies inaccordance with demographic and epidemiological transition. Rapid increase of chronic and degenerativediseases due to lifestyle change and aging among Japanese population has called for the reform of health andmedical services including insurance. As the World Health Organization (WHO) has challenged to strengthenhealth systems via Primary Health Care (PHC) as well as HP, the Japanese health system is required to bereoriented toward the direction of PHC and HP.
