THE EASE OF DOING BUSINESS WITHIN THE MALAYSIAN EE SECTOR WITH EMPHASIS ON: EXCESS INVENTORY DISPOSITION, CUSTOMS ISSUES, TRADE FACILITATION, SOURCING, QUALITY ASSURANCE, STORAGE, DISTRIBUTION, INVENTORY MANAGEMENT, FULFILLMENT, CONTRACTUAL OBLIGATIONS, AS WELL AS RESOLVING DIFFICULT SUPPLY CHAIN ISSUES
Numerous Original Equipment Manufacturers (OEMs) and Contract manufacturers (CMs) within the Malaysian E&E sector consistently face issues that leave them frustrated with a need to source components on a regular and even urgent basis. In addition to the challenge of finding these parts, they face the difficulty of storing them in locations that allow them ease of access within their respective economic zone. Thus he need to have feasible facilities that ensure the inventory needed is available in the quickest time possible, guaranteed against discrepancies and defects. The Royal Malaysian Customs Department, with the approval from the Ministry of Finance, has made available trade facilities within the Free Commercial Zones (airports & seaports) to overcome the above constraints. These facilities offer Vendor Managed Inventory (VMI) Activities, Partial Release of Goods and Transshipment at the Free Commercial Zones, including Penang International Airport, Kuala Lumpur International Airport, and the Free Commercial Zones at Airport and Seaports. Through VMI activities, much needed components can be moved, tax exempted, from/to overseas (Import/export), to/from Licensed Manufacturing Warehouses (LMW) and to/from Free Industrial Zones (FIZ) through various means of transport. Operators licensed to operate from within the Free Commercial Zone may seek approval to undertake Vendor Managed Inventory (VMI) activities such as storage, break bulking, quality testing, calibration, grading, pick and pack, knitting, repacking, relabeling, consolidation, product replenishment, inventory management, and trading. With the above facilitations, OEMs and CMs can focus their energies on their core business and leave the complexities of sourcing, procurement, storage and the distribution of quality assured hard-to-find electronic components including excess inventory in the hands of independent electronic distributors registered and certified by the Independent Distributors of Electronics Association (IDEA), thus fulfilling contractual obligations, resolving supply chain issues and realizing the ease of doing business.
