why have we got an ETS? The basis for the New Zealand Emissions Trading Scheme is an international protocol signed in the Japanese city of Kyoto in December 1997. The Kyoto protocol is an international environmental treaty produced at the United Nations conference on environment and development, informally known as the Earth Summit, held in Rio de Janeiro Brazil in June 1992. At that summit it was agreed that as a result of human intervention, the Earth's temperature is rising to a point where the impact of changing climates will cause significant harm to the planet and its inhabitants. The impact on New Zealand is likely to be increased sea levels, changed rainfall patterns causing floods in some areas and drought in others, and due to the increased temperatures the likelihood of biodiversity risks hitherto not able to exist in New Zealand's climate.
