Facing the international financial crisis and the shrink of real estate industry in China, Chinese Government unveil the economic policy of expanding domestic demand about 4 billion rapidly. It is very important to strengthen examination and approval of project and construction agent for government investment projects. Based on the summaries in the research achievements related to the optimization of construction agent of government investment projects, the thesis emphatically analyses contents and key points in optimization of construction agent from the evaluation on management service of construction agent perspective, all of which aims at the current situation and the solution to the implementation problems. On this basis, the thesis designs the evaluation system of the optimization of construction agent that is multi-level, and omnibearing. In order to better the level of the evaluation, this thesis changes the traditional mode which the determination method of index weight and qualitative Index is too subjective, then after carrying on fuzzy processing to qualitative index, make de-fuzzy operation by Barycenter Method. Finally, this thesis empirical researches a representative case to illuminate the application of the evaluation system in the domain of the optimization of construction agent of government investment projects, which verify the practicability of the system of target and estimate that is expatiated.
