Air permit applications for large refinery projects must address Best Available Control Technology (BACT) for greenhouse gas (GHG) emissions if the project triggers Prevention of Significant Deterioration (PSD). PSD and BACT are triggered by a project if the "net" increase of GHG emissions from the project is greater than 75,000 tons C02e per year. Many proposed projects at petroleum refineries can trigger this threshold. This paper will summarize recent GHG BACT determinations for refinery sources. Typical refinery GHG emissions sources are heaters, boilers, FCCU, hydrogen plant, SRU, flares, etc. The paper highlights key issues to address in permit applications for these sources and should be helpful to refinery staff in understanding possible GHG requirements for future projects.
