The commercial market is stepping up its activities to provide government users with service availability on a flexible, uncommitted and reasonably priced basis. The business model is changing to the benefit of the government user. Open and detailed engagement and broad discussion on future usage and requirements will prevent mis allocation of capital and poor technology choices. But the demand for data is so vast Worldwide that the government user will have to move fast to secure capacity in a still lightly competed market.
