Revision of Directive 91/414

In the European Union, plant protection products and the active substances that they contain are regulated under Council Directive 91/414/EEC. The Directive has been implemented in the Member States over the past 10 years. During this time the reviewof existing active substances and the evaluation of new active substances has progressed successfully via effective co-operation between the European Commission, the Member States and individual notifier companies. There is still much work to do to complete the review programme. Experience gained in implementing the provisions of Directive 91/414 has demonstrated that a number of changes are required to reflect current requirements and to clarify certain areas in order to better harmonise the operationof the regulatory system for plant protection products. This paper summarises the current progress with the EU review of existing active substances and provides an indication of some of the proposals that are being considered for a revised Directive.
