Modeling ethical conflict resolution among multiple municipals for silting a refuse incineration plant

In this paper, we propose an ethical conflict resolution modeling using group disutility functions for the case when the location of a large-scale refuse incineration plant for plural cities is needed to decide. By using a group disutility function under convex dependence for two conflicting agents such as the representative of each city, the mutual con cessions of the two conflicting agents taking into account ethical preference of each decision maker can be modeled, and hence fairer multiple-agents decision making for realizing better social welfare can be expected. The aim of the model lies in to make empirical consensus among conflicting groups.
