In this paper, a new safety based design support system framework incorporating fuzzy risk ranking approach is proposed. The framework is formulated based on the theories of fuzzy set and possibility. The framework may be effectively applied in situations where the available information used to carry out safety analysis is either in linguistic form or incomplete in supporting a conventional probabilistic structure. The outcomes of the accident categories in maritime industry can be ranked. This may provide an alternative tool for safety analysts, designers, regulatory bodies and managers to conduct safety based decision making with confidence in situations where other methods cannot be effectively applied.
