Watershed/subwatershed plannign based upon ecosystem management principles is emerging in Ontario as the standard approach to creating a framework for sustainable water resources in the face of rapid urban development. A three stage process is often used in which i) a macro-scale watershed plan is prepared to provide overall protection, remediation and enhancement criteria and targets, ii) detailed subwatershed plans are developed to provide specific local targets and criteria and iii) development specific stormwater management plans are created to implement the recommendations of the higher level plans.
