The Principle of Precaution is a successful strategy to minimize or to eliminate liamifu! or hazardous suhsiatit'cs as a result of industrial production. In order to prevent or to eliminate pollution tnun industrial prtHluction, the application of the use of Best Hnvimiitnental Practice (HJ-P) for all sources and Available Technology (HAT) lor point .sources shall Ik* promoted. To control whether the strategy is suffieieiii for the environment, Kitvironmenial Quality Objectives (ivQO) should be defined. II" the application of BHP and HAT docs not lead to environmental acceptable ic.sults, e.g.. if the I-QO are exceeded, additional measures shall be applied. To .support this .strategy, the introduction of an lico-Management scheme is highly recommended.
