Extension Organization and Management Issues

I would like to begin this presentation by asking a question: in extension, which decisions should be centralized and which should be decentralized? Obviously, to my mind, the national extension strategy should be decided at the center. There should be some kind of policy statement encompassing the size of the system; its coverage; the overall budget; the nature of the relationship between the services, input supply, agricultural research, and education; what use of mass media should be made; what is the target population; and so on. All this should be tied in with agricultural policy-making through an appropriate monitoring system.
