Task Force 3: Human Resource Development Issues

Human resource development is an investment. Insufficient human resources limit many extensions programs, and methods for addressing the problem must be found. People who participate in the extension message delivery system are the main persons who should be considered here: farmers, frontline staff, subject matter specialists, supervisors, other management staff, educators, researchers, and policy makers. Of these, farmers generally are the main recipients of information from the others. The group needing the most attention with regard to human resource development is the frontline staff, and they were the focus of this task force's discussions.
