this paper discusses some key issues and operational characteristics of a commercial drone based D&A, and makes recommendations in regards to future spectral opportunities and regulatory framework that meet the technical performance needs of high resolution Detect & Avoid (D&A) function for small UAVs (unmanned aerial vehicle).
