The vitalization of Hi-pass has brought an innovation to freeway Toll Collection System, yet there is still room for improvement to reduce the accidents caused by an automatic cutout and single lane operation, and communication. In this paper, the thesis of the Automatic Toll Collection System is introduced, which guarantees the high-speed driving environment based on Multi-Lane Free-Flow business considering High-Speed driving environment operation conditions. It is classified into detailed technology such as communication, automatic vehicles, and video image recognition. The development of Multi-Lane Free-Flow based "Smart Tolling Operating System" is expected to exclude useless toll gates constructions and bring technological innovation on Intelligent Transport Systems (ITS) industry including freeway line access, line access management, public works, traffic, and constructions. By presenting Multi-Lane Free-Flow based toll collection system & toll system technology, it is possible to apply this system on existing freeways and new freeway constructions. The toll collection system & toll system technology of "SMART Tolling Operating System" is expected to contribute to the development of Electronic Finance and Industry both at home and abroad.
